​Firstly what is COE? The COE in Singapore gives you the right to drive and own a car or bike in Singapore, for a period of 10 years. After your COE expire, you can choose to renew the COE for another 5 – 10 years by paying the premium.
There are five different categories in COEs. For the various types of vehicle, you need the matching COE for the vehicle:
  • Cat A – Cars with engine capacity of 1600 CC and below
  • Cat B – Cars with engine capacity exceeding 1600 CC
  • Cat C – Goods carrying vehicles and buses
  • Cat D – Motorcycles
  • Cat E – This is an “open category” COE, which can be used for all of the above.
The government decides on the amount of available COEs in distributed every six months for each segment from the Vehicle Quota System (VQS).

By limiting the number of COE in the market, not everyone can get one. The Singapore government used the COE open bidding system for managing the quota. With the open bidding system, buyers can bid against each other for COEs.
Most people agree that the COE scheme is not perfect. The main issue would be you can't get COE cheap. As of June 2017, the COE premium for Open category is the price of S$50,526. After gathering feedback from the public, there were many creative suggestions as to how to rectify the COE scheme to give everyone an equal chance of getting a COE. Currently, the wealthy middle class and affluent families own most of the COEs.
One of the suggestions to make COEs great again is to segmenting COE by OMV. However, this will not separate those who “collect" multiple cars as a hobby from actual car users especially if the OMV quota sufficiently small. It is no surprise that the affluent will bid $200k for a COE to match their expensive million dollar sports car. 

Another suggestion is to switch the current COE system to a charge-by-usage system. The proposal for a permit for a distance usage charge is a good idea, but it would not remove the COEs price entirely. Take for an example, If more people are driving aren’t the road going to be congested and so will be the distance usage fee? This suggestion is merely just breaking down COEs price to a small portion.

The bigger issue is that how will provide current system transit into the new regime. We can’t just change the current COE system overnight, We have to consider how shifting to a "COE for a block of distance" will affect current COE vehicle owners. This will open up lots of question, and it will be hugely debated.

Conclusion, we definitely cannot abolish the COEs bidding system as it has been doing an excellent job in controlling the number of cars on Singapore road. With all factors taken into consideration, the current COE system remains an effective tool to controlling the overall vehicle population in Singapore. Our COEs system does have its fair share of disadvantages, instead of solving ownership issues; the Singapore government is focusing on building a more efficient public transport network, and other mobility options make travelling around Singapore more convenience and accessibility to the public.

Known to be a quiet and densely populated heartland-shopping district, Yishun is also known as Nee Soon, home to one of Singapore's most undesirable societies. The residential area appears to be well equipped, with plenty of schools, housing, public parks, sports complex, entertainment malls and hospitals.
Despite being a developing nation, darkness still lurks at every corner of this cursed town in Singapore, with maniacs, killers, sexual preys, domestics pets killers, drug dealing enterprises, and the supernatural all always find its way to the headlines.

The man was reported stripping naked when the train is arriving at Yishun MRT station. According to our sources, the gentlemen in question suddenly drop his clothes and "started playing with his sexual organs" before deciding to lie on the floor. Passengers immediately alert the SMRT authorities, and He was escorted away by SMRT staff at Khatib MRT station. Police have arrested the man for further investigations.

Cat killings
The widely covered story would be cat killings. Yishun is well known for its sheer amount of cats killings in Singapore. The first killer was Lee Wai Leong, arrested and jailed for throwing an adult male Shorthair cat from the 13th floor. His lawyer claimed that the 40-year-old man is to have an IQ of a ten years old. Lee was one of the 18 alleged cases of cat abuse in Singapore, Yishun.

Residents at the HDB block said that after being harassed by a neighbour for over a year, The Lee family decided to build a 'wall' to defend themselves from their notorious neighbour. The difficulty neighbour was pouring oils and human urines outside Lee’s house. There are times where sanitary pads and balls of dirtied toilet paper thrown around.
Lee had installed CCTV to record evidence and alerted the police. Lee has told straits time that they will only relinquish the wall if the culprit was put to justice. This is truly the first wall build in Yishun Singapore.
 
On the bright side, Yishun may have its quirks, but it is still a great place to live. Property price is pretty affordable and low priced as compared to another developed estate in Singapore. Better to be safe than sorry, for those that are risk averse, avoid Yishun at all cost when you are in Singapore.

Is Kaplan diploma recognized in Singapore?

While it is almost right that a private diploma is a stepping stone to distant learning degree, it is not true that nearly all employers do not recognise a private diploma, in fact, almost all companies do recognise its value. Many graduates with private degree was employed immediately after they graduated. 

Even public sectors are hiring relevant distant learning degree holders. Again, I seem to see a shift in employment trend or is it luck for these people? Gone are the days, where private diploma and distant learning degrees in Singapore were thought to be a waste of time & money. Employers are beginning to see the value of both a local or a private diploma including distant learning degrees.

Despite the salary different when compared to a local graduate. It is still better compared to just finding a job with an 'O' level certification. Base on current market rate, Private degrees was offered $2800 compared to the miserable $1400 based on 'O' levels.

Moreover, private diploma and degree take a shorter time to complete compared to local degrees as there is lesser school holidays and no fix internship program provided. 

Therefore we would say that Kaplan Singapore is a good choice for students that are unable to enter local university and yet want to advance further in their education journey. It is a new chapter in your life, and the final chapter in your student life so please do your own due diligence before enrolling in any private university.
